In the piece "Central Banks Grapple with Competing Forces" (subscription), Citi's Chief Economist, Willem Buiter, spoke with the Wall Street Journal Europe about the dilemmas faced by the world's major central banks over how and when to tighten monetary policy. Interest rates are "ludicrously low," he said. "This is clearly not the world central banks like to operate in."
